I'm trying to play Civ6 at bare minimum settings and my hardware reaches recommended requirements, but sometimes when I boot the game it runs at 5fps with very little GPU utilization and ~ 200MHz clock speed.

My current fix is to reboot my machine and load in again, which sometimes does fix the problem and I get ~60fps with a GPU clock speed ~1000MHz.

Any tips on how to get more consistent performance?

Specs: HP Elitebook 840G5 with built-in AMD Radeon RX 540 updated to latest driver version.

Why is my GPU clock speed going up and down?

Clocks dynamically adjust to the workload, and your GPU is no exception. For instance, even if the computer is left idle, Windows constantly redraws the active windows. This causes the core/memory clock to spike up for a small interval of time. When the task is complete, the clocks drop back down to save power.

Why is my GPU MHz dropping?

Usually that would be caused by overheating, the gpu will throttle its clock speeds in order to cool down if it gets to hot.

Why do my GPU clocks remain high when my system is idle?

If the Power Management is not set to Adaptive or Optimal, the card may be held at higher clocks. You would also want to determine if the monitor/s you are running require more pixel clock from the card than is possible at the idle frequency (usually 139 Mhz - 253 Mhz).

How do I fix my AMD GPU usage?

First, uninstall your NVIDIA or AMD drivers through Windows:
  • Go to the Start menu and type Add or remove programs.
  • Find AMD Software/NVIDIA GeForce Experience and uninstall it.
  • Download and install DDU (Display Driver Uninstaller) from this link.
  • Select AMD/NVIDIA and press on Clean and restart.
