Are empty fuel tanks cheaper in Kerbal Space Program?

In previous versions of KSP you could adjust the amount of fuel in your tanks so to get better TWR. You can still do it in KSP 0.24 but now the fuel tanks cost money.
My question is: if you reduce the amount of fuel in the vehicle assembly building (ei. before launch) will the ship be cheaper?

How do you empty the gas tank in KSP?
If an engine is starved for say oxidizer, then trying to run that engine will drain the fuel without igniting. So basically it's dumping the fuel. You can right click on a tank to turn off the oxidizer for instance.
