Blades of Chaos at Level 5 but Chaos and Conflagation Goal Incomplete

I've upgrade Blades of chaos to level 5 but the labor Chaos and Conflagration in the tab Goals remains incomplete, objective Chaos Flames collected shows 3 of 4.

I've finished history,
Killed all valkyries,
No lost objects in workshop

Is this a bug?

What happens if you miss a chaos flame?

You cannot miss the fight. This rewards you with your third Chaos Flame. The final Chaos Flame is only available after you complete the game. You must unlock and complete the Muspelheim Arena.

How do you get the 5th chaos flame?

To upgrade the Blades of Chaos in God of War you'll need to find a Chaos Flame, rare items that are used solely to enhance the Blades themselves. Each time you get a Chaos Flame, bring it to Brok or Sindri to have them enhance your Blades with it.

How do you level up in Blade of Chaos?

There are up to 4 Chaos Flames available in the game, each obtained from defeating the following bosses:

M\xe1ttugr Helson in Helheim.
Grendel of the Frost and Grendel of the Ashes in Temple of T\xfdr.
The first Traveller in the second visit to Helheim.
Gondul in Muspelheim.
