So I've finished the main quest line for Dawngaurd, but now I'm trying to use the bloodcursed arrows to block the sun, can this be done since I decided to kill Harkon?

Harkon, like you apparently, is just someone who wants to use the power of the bow. He does not give it power. The bow's abilities when shooting the sun with both types of special arrow work fine after Harkon is dead. Though the "Clear Skies" shout is often required to find the sun in Skyrim.

The only thing I'm not sure of is if the bow needs to have available "soul gem power" to activate those abilities. Personally, I just keep it charged. It's remarkably low capacity makes it a good use for your smaller soul gems.

How long does the Bloodcursed Arrows last?

When a Bloodcursed Elven Arrow is shot at the sun from Auriel's Bow, it will blot out the sun for a single day. This special effect only occurs when the arrows are fired from Auriel's Bow. When fired from any other bow, they behave similar to normal Elven arrows.

Can you still become a vampire after killing Harkon?

Harkon offers this power during "Bloodline", Serana offering it twice, once during "Chasing Echoes" and once upon completing "Kindred Judgment. By "this ability" or "this power", becoming a vampire lord is meant.

Can you bring Valerica back?

After the Dragonborn kills Harkon, it is possible to travel back to the Soul Cairn and tell her Harkon is dead. She will return to her study about a day later.
