If I want to join a different team, is there a way to start a new account and just transfer my Pokemon, or would I have to completely start over?

Currently there is no way to switch teams that does not involve starting over from scratch. So no, you would not be able to transfer your current Pokémons.

Can I have two Pokémon GO accounts?
Nintendo has mentioned that owning 2 accounts is a form of cheating and against the rules of Pok\xe9mon Go. They encourage only to have 1 account per 1 player.
