Can I get the same max. CP with low CP catch and candies as with a high CP catch - High angle faceless friends catching small orange aquarium fish from plastic basin to put in clean fishbowl

Has anyone yet tested if a pokemon can get a better CP if you catch it with a high CP and level it, or can it reach the same CP if you feed it candies?

The max CP depends of the IV of our mon. More he is close to 100%, the higher he could become. If our mon is 250 CP with 100% IV it could be very interesting to power him up but it will be very expensive. Anyway when you want to power up a mon, base your choice on his IV. But it's cheaper if the mon is already high CP (= lvl)

Should I evolve a Pokemon with low CP but high IV?

Yes, a higher IV will define the MAX CP, but it's not the only thing to consider. A higher IV also means better chance of better moves for the evolved pokemon - and those are much more important than a high CP.

Is lower CP easier to catch?

If the CP is low we tend to think the level is low, making it easier to catch. But CP doesn't just depend on level, it also depends on stats (IV). So, a Pok\xe9mon with low CP could be a low level Pok\xe9mon with good stats or it could also be a high level Pok\xe9mon with lousy stats.

Does level affect Max CP?

Your player level impacts the maximum CP level of all Pokemon, not just the ones you catch after levelling. You can clearly see this mechanic by comparing the CP circle behind the Pokemon. After you level up, the "filled in" area will decrease, to reflect the increased maximum.

My personal tests showed the same outcome of candy feeds and high CP catches. Catching a mon with higher CP saves you a lot of candies, but the max CP the mon can reach will be the same. There is no advantage in spending the stardust early, unless you need some extra power to attack an arena.

Save the stardust and don't power up weak mons.
