I think we can all agree that heists such as Big Bank or Rats would be a lot easier to complete if there were no cops whatsoever on the map.

Is there a way for one high-level player to prevent assault waves from spawning, permanently, so that the other three players can concentrate on cooking meth or drilling the vault?

How do you cancel a police assault in Payday 2?

Police assaults have a set timer, only way to "end" one prematurely is if there's a Captain Winters on the field and you force him to retreat by taking out enough of his phalanx members, after which the assault will always end within the next minute.

How do you get Captain Winters to spawn?

Following the usual rules, Winters spawns only on Very Hard and above and only in Crime Net online. In Slaughterhouse, there is an extra rule, the enabling/disabling only happens when we exit the slaughterhouse and the SWAT van arrives. 20% chance for SWAT turret, else enable Winters.
