I just figured out I had Skyrim in my Steam games. It's the 32-bit non-Legendary Edition Skyrim without any DLCs. Can I still use Legendary Edition mods on it?

Do special edition mods work on normal Skyrim?

No, get them from the regular Skyrim section of nexus. SE uses some additional data fields in the plugins that regular Skyrim didn't have, and all of the SE mods most likely have a regular Skyrim version anyway.
