Can't raze a captured city in Civilization 4

Can't raze a captured city in Civilization 4 - Distant ancient stone buildings of aged town with wall of medieval fort in India

I am having a strange issue.

I just captured the last city of an AI opponent. Usually, when I capture a city, I will be given an option to either install a governor or to raze it.

However, for this particular city, I was given only "Yes! Install a new Governor..." and "Wait, let me examine the city first...", but no option to raze the city.

What gives? Is it because the city is the last city of that defeated civilization?

I really don't want to take the city... it is surrounded by the ocean; only 5 usable tiles in the 'fat cross'.

Can you raze a city after you annex it?

Only annexed cities can be razed, which means that puppet cities must first be annexed before they can be razed.

Can you raze a city in Civ 6 after keeping?

Nope. it tells you in the newbie tips (if you have those activated). the option to raze is only availible when you capture the city.

Can you raze a city with a wonder?

The borders of a city that completes a wonder will immediately expand by two tiles, provided there are tiles within range for the city to claim. If a city is razed after completing a wonder, the wonder is lost forever and cannot be rebuilt elsewhere.

Should you keep or raze city?

In general, fans should almost always try to keep the cities that they capture in Civilization 6, as they are worth, at the very least, the Production associated with building a Settler.
