I got Civ-BE about a week ago. I cannot figure out how to change a quest decisions. Building outposts is on the list but I can't change what the game thinks I should quest for.

Once made, a quest decision is locked in and can't be changed except by reloading a save from before you made it and choosing differently when the decision comes up.

Choose wisely.

How do you win civilization Beyond Earth?

In your Production menu, where you choose what your city is producing, at the very top will be a \u201cMove City\u201d option with a number on the right telling you how many turns it will take (this figure is based on how many buildings you have in your settlement). Choose that option.
