I've had a kerbal in a decaying orbit for some time now (I lose about a meter to my apoapsis every 3 seconds), with an apopsis of ~80km and periapsis of ~67 km. I've made a few rotations around Kerbal, but my 'Achieve orbit' contract has not gained a check-mark. My orbit has since decayed, as seen below, and I expect I will not complete the contract despite several successful rotations around Kerbal.

Am I failing to meet some hidden criteria? What are the exact criteria needed to complete this contract?

How do you complete contracts in KSP?

On rare occasions, you can complete a contract by right-clicking the part, then clicking "Deactivate", and then clicking "Activate" again -- even if the part has already been activated through the staging sequence previously.

How do you gather scientific data from kerbin?

When you are ready to start gathering Science, right click on your Kerbal. Click on the green clipboard to save your findings. You can only store one Sample and Report on your Kerbal, so it's time to go back to your ship. Approach the pod, grab onto it and board.

What is reputation KSP?

Reputation is one of the three currencies for KSP, the other two being Funds and Science. Reputation is a measure to determine the player's success rate at contracts. It can be gained by completing them and getting Kerbals safely back to Kerbin. Failing a contract or losing Kerbals reduces the reputation.

How do I do a crew report in KSP?

Slip the surly bonds of Kerbin. While you're on the ground, we can complete one of the contracts that you accepted earlier by asking Jeb to take a crew report: Right-click on the Command Pod, and click Crew Report. A window will appear showing the results.
