Do satellites over very panicked countries calm them down?

Do satellites over very panicked countries calm them down? - Concrete bridge over river in green countryside

Is it a good strategy to launch a satellite over a country in the red on panic to calm them down? Am I correct that they will withdraw at the end of the month? If so, will the satellites calm them enough to prevent that? Also if they do withdraw, do I lose the satellite? The reason I ask is because a launch is rather expensive over all. Including the interceptors that I will be launching.

Thanks!
