Does it cost more to power up after evolving?

Compared to stardust powering up is cheap, costing only one candy per power boost. Evolving is more expensive with the cost varying depending on the breed of Pokemon, but expect to pay as much as 15, 25, 50 or even more candy to evolve a Pokemon into its next powerful form.

How much CP does evolution increase?

Each evolution grants 500 XP, with a bonus 500 XP if the Pok\xe9mon you evolved into isn't already in your Pok\xe9dex. Evolving Pok\xe9mon one after the other will grant a fair bit of XP if you have enough candies and enough Pok\xe9mon to evolve for a half hour.

Is it cheaper to power up before or after evolving?

Pokemon GO: Why evolving first is preferred In the long run, it costs less Stardust to evolve and then strategically power up Pokemon that are used in battles often. At times, players will power up a Pokemon significantly only to evolve them and find that they're not used all that often.

Is there any downside to evolving Pokemon?

There are two disadvantages to evolving a Pokemon though. The first one is pretty minor, and is that a Pokemon takes longer to learn moves in an evolved form (as you noted in your question). The other disadvantage is fairly significant though, and only applies to Pokemon which evolve with an evolution stone.
