What does the arc behind the Pokemon mean?

If you look at the white arc above the Pokemon's head, it indicates their current CP and the max CP for that pokemon with your trainer level. Spending stardust to power up a Pokemon when you'll most likely be able to catch something that will start with a higher CP is inefficient, don't do it!

What determines Max CP?

The higher the level a Trainer is, the higher the CP of a Pok\xe9mon can be. Trainer can Power Up their Pok\xe9mon up to ten levels above current Trainer Level. Wild Pok\xe9mon caught will also have higher CP as the Trainer levels up. Once the Trainer has reached Level 30, the CP ceiling for wild Pok\xe9mon is capped at level 35.

Do all of same Pokemon have same max CP?

Max CP is based solely on player level and type of Pokemon. Each Pokemon has the same max CP at the same player level.

What does the bar at the top of the Pokemon mean?

The bar above a Pokemon represents their CP in a relative range, for that specific species. The lower end of this bar represents some (still unknown) minimum value for a single species. The higher end of this bar represents the maximum CP this Pokemon can have at your current Trainer level.
