I accidentally closed it without voting, how can I find it? When I suggest declaring war on the target it says there's already a proposition to do so.

To declare war in Stellaris now, you must have a Casus Belli. Casus Belli is Latin for \u201ca provocation of war,\u201d and it's what allows you to click that all-important \u201cDeclare War\u201d button. There are several varieties of Casus Belli. They range from claiming a territory as your own to humiliating your opponents.

How does war work Stellaris?

Combat in Stellaris takes place in real-time, and though the player can direct a fleet toward or away from enemies, there's no control over them once they've engaged an enemy. When fighting a battle against any enemies, if you click on the battle, a menu will provide you a real-time report of how the battle is going.

How do you win a war in Stellaris?

Victory can only be achieved by conquering all colonized systems of the opposition, ending the opposing empire. If a defeated empire had starbases in uncolonized systems that were not conquered, they are removed, making the territory neutral again. Each side keeps all conquered systems.
