If you're familiar with the Khajit hidden chests, they can be used to remove the stolen tag for free with no requirements other than having the stolen item and money to pay for it.

  1. Find the chest and make sure that the khajit merchant is nearby.

  2. Insert the stolen item(s) into the chest.

  3. The merchant will now have the item in stock. Buy it.

  4. Loot the chest to get your gold back.

The easiest way to do this:
  • Sneak up to some kind of humanoid enemy (for example, a Necromancer).
  • Place the 'stolen' items you want to be laundered in the NPC's inventory.
  • Kill him/her.
  • Collect your laundered items.

Can you make an item Unstolen in Skyrim?

You can't remove a stolen tag from an item. Actually I found a way to make it where the item appears to be stolen, as in if put in container it will still be red, but will not be taken by guards if you perform a crime. Here's the excerpt from the elder scrolls wiki that worked for me.

To mark most non-stolen items as stolen, you need to:
  • Access a container with a red icon; i.e., one that would result in theft if you took an item from it.
  • Activate the container.
  • Switch to your inventory, and place item(s) in the container.
  • Switch to container's inventory, and remove item(s).
