How do I get a permit for a system to make a delivery?
I picked up a delivery at Gorbachev Station to be delivered to Sirius, but I can't jump there as I don't have a permit. How do I get one for Sirius? If I encounter another system that needs a permit, how do I get a permit for it?

Much like Cmdr Freiheits answer states, you need to do missions for the particular empire in order to get a permit, but that is only part of the solution.
You need to complete certain missions for the faction in order to climb their ranks. After you do a handful of the regular missions posted on the board, "Rank Progression" missions will eventually show up on the board, you need to do these in order to get permits and other bonuses from the faction.
These missions are often difficult and involve smuggling difficult-to-acquire goods or killing a rather tough opponent.
