Can you still get HK-51 Swtor?

Only Coruscant and Dromund Kaas compoents are bound to legacy, rest of the components go straight to your mission tab of your inventory and are bound to that character. So yes, you will need a level 50 character to unlock HK-51 but there might be an option in the future to unlock it for other characters in your legacy.

How do you get HK-51 parts?

You need to use the Burba Seismic Excavator / Scanner around the Endar Spire crash site until you find the HK part. You basically activate the scanner and it scans 25m around you fore the part for 16 seconds. It can take a lot of time to cover all that ground with the scanner.

How long does it take to get HK-51?

depends on how you define quickly. collecting the parts are a bit of a pain but can be done, anywhere from 10-30 minutes each depending on luck.
