How do you start with a potion in Might and Magic 6?

How do you start with a potion in Might and Magic 6? - An Old Book and Candles on Wooden Table with Glass Bottles

I've tried to create parties of different classes and skills and I just can't nail down the pattern of when a character starts with a potion or not. How can I determine when a character starts with a potion?

I would have thought druids start with one for sure, but I made a party of 4 druids and none started with one.
