I can't seem to unlock the Womb

I bet Mom once with Lazarus. I beat Mom again with Azazel and the game ended there and I didn't unlock the Womb. I also collected 60 coins and didn't unlock Cain. I'd better mention that both times I beat Mom I had typed in seeds I saw from streamers/youtubers.

Having used seeds is exactly your problem. You can't unlock anything when using seeds.

Womb / Utero Unlocked after beating Mom. Every floor at this point in the game will double any half-heart damage dealt against you to full heart damage (this includes Curse Rooms). The final boss of the Womb/Utero will always be Mom's Heart/It Lives! To unlock Utero, you must beat every possible boss on the Womb floor.

How do I unlock it lives?

Many phases of the game are unlocked by defeating certain bosses more than one time. Try to defeat Isaac and Satan 5 times each. Beat Mom's heart 10 times, you should unlock It Lives, Blue baby, and Issac.
