Intelligence increase the rate you get spendable skill points per level, but what i am wondering is this retroactive?

The calculation = 10 + (0.5 * Intelligence ) per level.

So a level 10 character with 1 Intelligence would have 15 skill points

And a level 10 character with 2 Intelligence would have 20 skill points

But there are ways of increasing the Intelligence stat in game.

So what would happen if @ level 5 the player goes from 1 Intelligence to 2 Intelligence. Would the end result be 17.5, or will it be retroactively added up and become 20.

(So basically, is the calculation about how many skill points gained, or how many skill points a character should have at that level)

Does Intelligence affect skill points?

Intelligence determines the number of skill points earned per level up. The base number of skill points gained per level is 10 + INT. Skill points gained for raised Intelligence are not retroactive for past levels, so increasing this primary statistic early, if at all, is the best.

How important is Intelligence in Fallout: New Vegas?

Intelligence affects the Science, Repair and Medicine skills. The higher your Intelligence, the more Skill Points you'll be able to distribute when you level up. \u201cA smart cowboy's good at most anything, from suckin' the poison out of your rattler bit to fixin' your broken wagon axle.\u201d

Does Intelligence affect XP gain Fallout: New Vegas?

Well Rested Experience points (XP) are gained from completing a wide variety of tasks, such as defeating enemies in combat, crafting items or completing quests. There are multiple ways to increase XP gain: Each point of Intelligence (INT) grants +2.072% XP.

Is it possible to max out all skills in Fallout: New Vegas?

With two or more DLCs installed, 10 Intelligence, the Educated perk, and having consumed roughly 20 skill books, it is entirely possible to max out skill points by level 40. With all four DLCs (max level 50) it is possible to max out all skills even with low intelligence.
