Is going slow more efficient than going fast?

So I know that the emergency engine power (F) is less efficient than regular travel, i.e. it requires more fuel per distance traveled. Turning on the headlight also requires more fuel than having it off.
However, I can't tell whether or not going at speed 1 is more fuel-efficient than speed 2. For a given distance, speed 2 means fewer supplies used and less terror accrued, but what about fuel? Does it use more fuel or the same?

In my opinion, answer is no. Please read this article, here you have nice example :
I traveled from Fallen London to Cumaen Canal...[]... Here are the resulting data:
one engine power = -2 fuel, -4 supply, -9 terror, time for voyage is 5 minutes, 24 seconds
two engine power = -2 fuel, -2 supply, -3 terror, time for voyage is 2 minutes, 39 seconds
two engine power while pushing full power to engines = -5 fuel, -1 supply, -2 terror, time for voyage is 1 minute, 33 seconds

Is it better to accelerate slow or fast?
Accelerating requires more energy than steady state cruising, therefore requiring more fuel. Accelerating quickly requires more energy than accelerating slowly. What speed is most efficient?
The Energy Saving Trust says that the most efficient speed you can travel in a car in terms of achieving the best fuel economy is 55-65mph. Any faster, though, and the fuel efficiency decreases rapidly. For example, driving at 85mph uses 40% more fuel than at 70mph (oh, and it's illegal too).Is it good to accelerate slowly?
Avoid Super Slow Acceleration But accelerating too slowly prevents your auto from normal driving conditions and can put wear on the transmission and engine. You should probably drive at about the same speed as the autos around you. What is the most fuel efficient way to accelerate?
Accelerate gently The harder you accelerate the more fuel you use. In the city, you can use less fuel by easing onto the accelerator pedal gently. To be as fuel-efficient as possible, take 5 seconds to accelerate your vehicle up to 20 kilometres per hour from a stop. How to GET FAST Running SLOW : It’s not a secret
