There are two main cases I can think of:

  1. Say you are just starting out and you don't have a religion at all. Would it then be better to use it on your own cities primarily and then other civilizations after?
  2. Say most of your cities are already converted. Same question: would it be more beneficial to continue converting your own cities or to move on elsewhere?

What do you do with a Great Prophet?

There are no limits to the amount of pantheons that can be in a game. From here, players must either accumulate enough Great Prophet points from a Holy Site district, or build the Stonehenge Wonder. Once a Great Prophet is acquired, they must be spent wherever they were created (either at a Holy Site or Stonehenge).

Can you found religion without Great Prophet?

If you desire a religion you need to earn great prophet points, this can be done early by establishing a holy site quickly, and adding a shrine ontop of that to speed things up.

To found one, you'll need to amass 16 Faith, at which point you'll be prompted to make your choice of belief. A Religion is then founded when you acquire a Great Prophet - Great Prophets, one of the many types of Great People in Civ 6, are earned when you have accrued enough Great Person points of that type.

How many great prophets are there per game?

Once a player recruits a Great Prophet, they may not claim another. The number of Prophets available in a given game depends on the size of the map, from two prophets (on a duel map) to seven (on a huge map).
