Is it possible to create a counter just with wiring? - Rolls of assorted fabrics and textiles and sewing patterns inside tailor atelier

With the new logic gates in the 1.3.1 update, is it possible to create some wiring circuit that counts how many times a trigger was activated? In other words, is it possible to make a circuit that outputs a trigger every two input triggers?

I've done some experimenting but the nature of wires and there being no intrinsic on/off state in Terraria makes it pretty counter-intuitive compared to real world logic circuits.

How do you make a counter circuit?

BCD counters follow a sequence of ten states and count using BCD numbers from 0000 to 1001 and then returns to 0000 and repeats. Such a counter must have at least four flip-flops to represent each decimal digit, since a decimal digit is represented by a binary code with at least four bits giving a MOD-10 count.
