Is it possible to get US games from the PAL Eshop on Wii U?

So there are certain games which I want to play on Wii U VC. However, given that I live in a PAL region, many games on virtual console are the 50Hz counterparts. Is it possible to access other regions' eshops in order to download NTSC virtual console games?
