Is there a way to send or trade Pokemon from one account / trainer to another?

No, this is currently not a feature in the game.

Pokémon Go will eventually allow players to trade Pokémon
CEO John Hanke recently told Business Insider that the game will eventually allow players to trade their Pokémon with their friends, just like in the halcyon Gameboy days.
"It's kind of a core element," Hanke said.

Can two Pokémon trainers have the same ID?
If two different Trainers have the same Trainer name and gender, as well as identical ID numbers and secret ID numbers (a 1 in 4,294,967,296 chance), the games will recognize the two Trainers as the same, and so will not consider their Pok\xe9mon to be outsider Pok\xe9mon.Can you trade the same Pokémon twice?
Pok\xe9mon cannot be traded more than once. This is due to the HP and CP changing feature, to stop players "re-rolling a Pok\xe9mon's stats through trade" over and over.
