Is there a way to get this book in Helgen (without tcl)?

The room is the first one you enter if you pick Hadvar and at the end of the passage whence the two Imperials-that-you-have-to-fight come if you pick Ralof. The table intersects with the shelf. I'd also rather not fling-things-at-it-until-I-knock-it-close. I'm also trying not to use mods (including unofficial patches) until a certain point, so, while it'd be nice to know if the USkP fixes this, I'd like to know an alternative to it too.

It is patched by the Unofficial Skyrim Patch (A.K.A. USKP). It moves the table to the left (so that the table and the shelf don't intersect, at least not so much; enough that the book becomes accessible). The change log isn't descriptive enough or too difficult to decipher for me that I don't expect not to miss it and thus bother to find where it is mentioned.

How do I skip Helgen?

If you plan to wear Heavy Armor and use One-handed Weapons, Ralof's a good choice - but if you plan to start levelling Smithing and/or use a Two-Handed Weapon, Hadvar may be preferable. You'll likely pick up a level or two in your chosen skill(s) before you get out of that cave under Helgen.

Should I go with Ralof or Hadvar?

There is a single interior zone to the keep: Helgen Keep. During Unbound, you must escape a dragon attack on the town of Helgen by making your way through the keep and its subterranean caves. After Helgen is abandoned, the town and keep become inhabited by bandits.

Is there anything in Helgen?

The Imperial army will take control of the fort if you clear it out, or if you advance the Stormcloaks quest line up to the Liberation of Skyrim quest (Liberate Falkreath step). The walls and fortifications will then have been repaired, and a stable and forge area have been built in the courtyard area.
