Is there a way to put orbital units very far away from cities?

I'm at war with another Civ across a fairly large ocean. Is there some technology, unit, or whatever else that would let me launch an orbital unit a great distance away from my cities?

As an aside, after playing KSP for a while, this game's concept of "orbital" is about as bad as thermodynamics in The Core.
