Of course it exists. If you are stuck at let's say 3k mmr you simply won't get out of this. Reasons are you can't decide a team game like Dota on your own and in this mmr region your team will always cost you the game, regardless what you are doing. The main problem is that the mmr change is only based on the result of the game, this might be ok for good mmr regions but it is the least distinguishing qualifier for low games. It should only be based on your personal performance and not include the game result at all.
