My stream lags even though I'm not dropping frames, have plenty of upload speed and enough processing power (I think) - Breathtaking view of wavy sea with fast foamy water flows against rocky coast and mountain

There is something fishy about my stream that I can't figure out. About half my viewers can watch my stream without issues but some report lags when they are not supposed to get lags.

A friend of mine, who has a 60/60mbps fiber connection, says the stream is buffering for 30 seconds, playing for 5 seconds buffering again and it does that constantly. I myself have experienced this on my laptop for my own stream even though and I too is on a 60/60 mbps fiber connection.

The past broadcasts on twitch look fine and are without visible lag so I suspect it might be issues on the viewers end but as mentioned I can't watch my own stream at times even though the past broadcast afterwards looks perfectly fine. OBS reports zero dropped frames even though I've been streaming for hours, and the upload light (in the bottom corner) is always green.

Downscale filter: Lanczos filter (Best details)
Framerate: 40 fps
Constant bitrate: Yes
Bitrate: 2 200 kbps
Encoding: x264 - Quality balance 10
Audio: AAC - 96 kbps
Twitch PoP: Frankfurt - DE (I'm located in Denmark, Frankfurt had the best traceroute compared to Stockholm and Amsterdam and it had better ping as well)
