Skyrim: Aggressive NPCs

I'm playing Elder Scrolls: Skyrim as a Khajiit and whenever I enter Fort DawnGuard to start the DawnGuard dlc, the NPCs present there are attacking me; Isran and that other guy. It only happens when I enter inside the Fort, the guard standing at the entrance is not getting aggroed.
I've googled the above problem and I've seen that this problem might arise if I got any crime records in Riften, but I've got a clean sheet in all the provinces.
As for the mods, I'm only using the Moonlight Tales: Essentials and yes, I can transform into a werewolf.
Is there any way to fix this issue?
I don't think it matters, but I'm wearing the Thieves' Guild armor set.

How do I make my NPC aggressive in Skyrim?
The one I use is 'startcombat [target refid]'. So if you want an actor to attack you on their own without you becoming a criminal, then you just open the console, click on that npc, then enter into the console 'startcombat player', without the apostrophes.What is the strongest Skyrim NPC?

This is said to be due to a thief being in town when you arrive. Surrendering to a guard should fix this. To surrender, sheath your weapon and try talking to them. Holding block should help if they won't talk normally.How do you make an NPC not aggressive?
Use "tdetect" to become invisible to npcs, then use "AddToFaction 0001c21c 0" to make the npcs friendly to the player (get the ones inside the ship aswell). After that use "setstage 00022a02 1" and talk to the lookout to get the quest. Should proceed normally from there.Aggressive Npcs
