What does "toggle command range" do? - To Do List Procrastination Quote

In the upper-right of the screen during missions, one of the buttons is labeled "toggle command range". When I click it, it makes the cloaking/uncloaking sounds from XCOM:EU, but as far as I can tell nothing else happens.

What does that button do?

It is for the leadership mod, once you have a leader it will do something (I'm not sure yet)
