When I pick up weapons/ shields, then on the right side of the screen, you see it, but with a red/green/gray arrow pointing up, down, and sideways. what does that mean? I can pick up a fresh new weapon, but it still has the red down arrow on it. Other times, it's green, but it's already used. What does that mean? I'm really confused.

That tells you if its better than your current weapon, green is better, gray/white is the same and red is worse.

What do the arrows mean on weapons Botw?

That tells you whether the weapon on the ground is stronger/better than the one you're holding. An up arrow means it's better, a down arrow means it's not. If you get a sideways arrow, it's the same as the the one you're holding.
