I made a fishing rod with the luck of the sea enchantment at around 2.1 billion. The fishing rod works as normal, except it doesn't catch anything. I read on the wiki that a fishing rod won't work with lure above level 3, is there something similar for luck of the sea?

Trial and error has confirmed the fishing rod stops working past level 84 of luck of the sea.

How rare is Luck of the Sea 3?

There is a base chance of 0.8% to find one, however this chance can be raised to 1.9% with Luck of the Sea III. One of the best fishing rods to catch would be a rod with Mending, Luck of the Sea III, Unbreaking III, and Lure III. This is obviously extremely rare to catch, however, it is definitely possible!

Can you get Luck of the Sea 4 in Minecraft?

Lure increases hit rate & Luck of the Sea increases the chance of good loot. Get Unbreaking + mending on there too & you are set. I'm using a rod with Lure III, Luck of the Sea III, Unbreaking III & Mending. Never breaks & fishing up heaps of good loot.
