What is the purpose of Orphan Rock?
I've discovered orphan rock and can't find a quest/use for it. Is there any quest related to it?

Orphan Rock appears to have the characteristics of a clearable location, given that its inhabitants respawn occasionally, (the UESP seems to think it's also clearable).
