The Expert-Mode items are drops from Expert-Mode Bosses.
There are more than one of these items. (one for each major boss)

Yes, every expert-mode exclusive item also works in normal mode. The only difference between both modes is the fact that you can only have five active accessory slots in Normal mode, whereupon you get 6 slots available in Expert.
