When trading, is the "What would make this deal work" button the optimal trade?

When trading with an AI civilization, I often use the "What would make this deal work" button as an easy way to see what the AI would like in exchange for a resource I want.
Is the proposed deal always the most optimal (profitable) one, or there is a possibility that the AI will accept something of lower value? (Less gold, less resources, different resources etc.)
I did some tests, but I was not able to make a different deal than what the AI proposed, other than offering even more gold/resources.
