Why aren't any buildings coming up on my break-out Industrial area despite having demand in Cities: Skylines

Why aren't any buildings coming up on my break-out Industrial area despite having demand in Cities: Skylines - Scenic cityscape of London district with contemporary multistory buildings and crane towers under cloudy sky in daylight

I'm trying to expand my city's industrial footprint. Acquired the second square besides the first "main square" & I'm trying to build an industrial district around there.

My City has adequate demand for Industries, yet no buildings seem to come up in the second Industrial hub. Why is this so? What can I do to get those buildings up and running?

Why is there no demand in cities skylines?

A very small Industry Area will be created upon deploying one of the four Main Buildings. This Area must be enlarged in order to place additional buildings within the Industry Area, as they must be within it to work. Alternately, an Industry Area may be created first, and then the Main Building can be placed within it.

How do I get an industry in cities skylines?

No, even though they meet the same demand (mainly jobs). Industrial chain manufactures goods for commercial zones to sell, whereas standard offices don't produce anything and serve as a job sink in a more advanced city.
