Why can't I see the amount of troops in an enemy town sometimes in HoMM 3?

Why can't I see the amount of troops in an enemy town sometimes in HoMM 3? - Police officer on bicycle standing in front of protesting crowd

Sometimes when I try to decide whether to attack the town or not I see something like this, just the icons of the units and no approximate numbers at all.
