Why do high end tuning parts like braking components cause the pp rating to go down instead of up? - Dell Motherboard and Central Processing Unit

I've noticed with several cars that buying and installing high end braking components can cause the car's pp rating to go down instead of up. What is the logic behind this?

From what I understand from Formula 1 racing is that braking is most effective in a certain temperature range. Is that calculated in this rating somehow and will components designed for high end cars have a negative effect on lower end cars?

I also fail to see any difference between the slotted and drilled braking discs that are for sale. Their price and pp changes are identical, and so is their description. Is there any difference at all?
