Unlocking a 4* hero's potential usually costs 20,000 feathers. I just noticed that for some heroes, it's a bit less, like 19,100.

Surprisingly, those heroes all have a similar light-blue avatar background:

What is the meaning of this light-blue background? Are those heroes special in some way?

When should you unlock potential in Fe heroes?
