Every time I liberate a military outpost some unnamed character comes on the radio and announces that it was a "planned restructuring" of the outpost.

Later in the game he hints at being held in a cave and asks for help because he wants to get out. I thought I would be able to extract him at some point in the story missions, but that isn't the case.

Is it possible to find and save that person? If so, where can I find him?

After beating all the missions, the guy comes one to "dismiss rumors" of Di Rivello's assassination. He sort of freaks out and rejoices about do rivello's death instead. However, after the missions are complete, if you liberate a base, he will still come on and complain about being held captive.

The announcer is voiced by Scottish actor David Tennant. In light of his repeated references to the Medician government kidnapping foreign celebrities, it's implied that the character actually is Tennant in-universe.

This answer may sound very sarcastic but in truth, completing the story gives an audio clip in which the newly saved propaganda minister is free and pokes fun at that fact among other things in which are spoilers
