Can I upgrade the new gear in Upper Blackrock Spire 6.0

So along with the 6.0 patch we are given a preview version of the revamped Upper Blackrock Spire dungeon, the three bosses available drop blue gear with item level 550.

My question is can these pieces of gear be upgraded, and if so to what extent?

As UBRS is a high level dungeon, many pieces will be considered pre-raid Best in Slot.

What level can you enter LBRS?

Lower Blackrock Spire is a 5-man instance designed for adventurers around levels 56-60. Its entrance is located inside Blackrock Mountain, on the south side of the Hall of Blackhand, across from Upper Blackrock Spire.

How do I get into UBRS TBC?

Upon entering and going to the left at the bridge, you can enter Upper Blackrock Spire (if you have completed the quest chain that is done in Lower Blackrock Spire if you have the key - https://tbc.wowhead.com/?quest=4742) or if you go right and descend you will enter Lower Blackrock Spire.
