Can the Velen "Place of Power" be accessed from the expansion DLC in Witcher 3?

I've been trying to access the underground Place of Power shown in this question:
Where is the entry to the underground place of power in Velen?
But there is a large door blocking my access to the room I need to get to.
Is this because I'm playing through the expansion packs, instead of going back and doing this quest from the main storyline? Or is there some way to open this door and I'm just not "getting it" somehow?
Does anyone know if this is a "bug" or a "feature?"

How do I access Blood and Wine DLC?
The vast majority of Blood and Wine takes place in Toussaint, a new area added that's strongly reminiscent of medieval Southern France. In order to get there, you'll have to complete a quest in Velen entitled "Envoys, Wineboys", which will then get you access to Toussaint and the rest of the DLC.How do I access The Witcher 3 Complete Edition DLC?
To be able to actually get to Toussaint, you must first complete the 'A Poet Under Pressure' quest, then visit the Mulbrydale notice board in Velen to start the 'Envoys, Wineboys' quest.
