Depth Strider without boots
Is there a way to give a player Depth Strider III effect without using boots or armor? I'm setting something up on a public server (1.9), and I don't want to automatically/accidentally override any armor boots, etc, that they might have on. Can I use a command block to give them the effect? Speed doesn't seem to work under water, I've noticed.

However, leggings do not have any unique enchantments to them and usually get the average protection/unbreaking combo. You can add the Depth Strider enchantment to boots using an enchanting table, anvil, or game command.
