Difference between cl_interp_ratio 1 and 2 - Green Trees on Brown Soil

There are plenty of forum posts on the "perfect" cl_interp but no one has really mentioned cl_interp_ratio. Most players set it to 1 or 2 (default), but not many explain why.

What is the reason behind this? What are the differences between the values? What does cl_interp_ratio even do?
