How can I get a villager without a village?
I am playing on a server on one of the new snapshots, and we have set up a world border, but unfortunately there aren't any villages in the area.
Is it possible to spawn or create a villager without one to start with?
Also is it possible without a Nether Fortress within the world border

In most worlds there's a village, even if you have to walk (In the game) for a few (Game) days. If not you can look up seeds that give you villages.

If you were able to get 2 villagers by other means, you could then breed them to get more.
Look for one of The Diamond Minecart videos, he makes a village breeding system which can help.
