How can I share Civ 5 DLCs with different user accounts on the same PC?

On one computer I have 3 different users of Steam:

The first user bought Civilization 5 some time ago (basic no DLC),
The second user bought Civ 5 and all DLCs.

I've also selected the option to 'share games with other accounts on the computer' (where I checked the first user too).

It is possible to access the games of the 2nd user by the 1st user, but Civ5 can't access the DLCs. It is not a simultaneous login (i.e. it is either user 1 or user 2 that is logged in, not both at the same time). I've tried uninstalling, reinstalling and changing various settings, but can't seem to make it work.

Is what I want to do possible? Can I share DLCs for various games between accounts?

Can you share DLC with family share?

For free to play games, DLC cannot be shared since all Steam users "own" the game. Any user may purchase, trade, earn, or otherwise acquire in-game content while playing a game, but in-game items cannot be shared between accounts. These items remain the property of the account that purchased or acquired them.

Does Civ 5 have DLC sharing?

Unfortunately, you cant use it. You can have it activated in the multiplayer game, but the moment that you try to use one of those civilizations, and someone else on your game doesn't have that DLC, the game won't be able to launch.

Can you family share Civ 5?

Yes it supports, but you should know family share's limitation, DLC's are not shared, if player using family share already owns the game. You will always use your own copy of the game with your DLC's if you own the game.

Can you transfer Steam DLC to another account?

Unfortunately, there is no way to transfer any game content from one account to another account.
