How rare are Foresaken Masters and where do they appear?

How rare are Foresaken Masters and where do they appear? - Rocky formations in desert with bushes

Just recently, the Forsaken Masters expansion for Path of Exile was released and I want to know whether I was on a lucky Streak... Or if the masters are common... Or that they're rare and I'll not be seeing any anytime soon.

So, my question is:
What is the rate of spawning for the masters? and:

  1. Does being lower level than the area you're in affect the rate they appear,
  2. Does being in a party increase/decrease appearance rates and
  3. Where do they appear?
