How to trigger a block update in Minecraft 1.9?

I am working on a new map and something I need is wrong. I have a setblock command that works fine and all but the block won't update - it doesn't update at all until I place another block near it.

I tried a setblock command that setblocks a spot near it with a barrier and then air but it didn't work.

Does anyone have any ideas on how to force a block update?
